A certain amount of outrage was generated by the obvious strategy being used of starvation of a civilian population as a weapon of war. Now, that is supposed to be a low, mean tactic, but there seems now to be a lower, meaner one.
To make the population so desperate for food that they will even accept food from the hand that is killing them. Which they obediently line up to collect. Then the hand that is killing them, kills them. They shoot at the people who they make starve and line up for the humanitarian aid that they so generously dole out. Moreover, nothing they dole out is edible without cooking facilities. They lack even pots and pans. It's beyond cynical or idiotic. It's what you say.
